Requesting Friendship

I was just wondering if there is some sort of limitation placed on requesting friendship. Yesterday I was trying to become someone's friend and there was no option to add them. So I started checking other people's profiles and I couldn't find the option on anybody's. Just wondering if anyone else is having this problem, or if it's just me. Thanks!
